The Under Secretary of State for Foreign Affairs
presents his compliments to the Under Secretary of State for
the Colonies, and, with reference to previous correspondence
is directed by the Secretary of State to transmit herewith
to be laid before the Secretary of State for the Colonies,
paraphrases of recent telegrams which have passed between
this Office and H.M.Minister at Paking upon the subject of
certain railway loan negotiations which are proceeding
with the Chinese Government in connection with the proposed
construction of the Canton Hankow Railway.
